Raytheon Missiles & Defense Systems (RMD) has an exciting opportunity for a Sr. Global Trade Licensing Analyst or experienced Principal Global Trade Licensing Analyst to support licensing activities in a fast paced and exciting export/import environment. This position is located in Massachusetts/Rhode Island, supporting Naval Power Mission Area of RMD. The opportunity provides exposure and visibility in the field of Global Trade Licensing and its strategic impact on global growth and success.
The Global Trade Licensing position reports to the Manager, Global Trade Licensing for Naval Surface and Undersea Programs. The successful candidate will be responsible for the obtaining and managing authorizations under the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control Regulations (OFAC) and the Bureau of Alcohol, Tobacco and Firearms (ATF).
The successful candidate will contribute to submitting to, and obtaining from the U.S. government, all necessary export and import licenses, permits, certifications, and technology release determinations. Develops licensing plans and provides guidance for complex licensing strategy and program planning. Assures regulatory compliance through review and approval of foreign travel, foreign visits and export and import transactions. Maintains applicable trade compliance records in accordance with regulatory requirements. Contributes to learning and audit assessment programs to ensure implementation and effectiveness of internal controls. Supports management in investigating and resolving compliance matters.
Additionally, the employee will work with RAM internal and external customers to develop export/import strategies to support the complex US-German workshare program; the RAM Cooperative Program Agreement (CPA); various international marketing efforts; and Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) to support international growth.
U.S. Citizenship status is required as this position needs an active U.S. Security Clearance within one year
Responsibilities include but are not limited to:
Gathering accurate information from potential foreign licensees in conjunction with Contracts, Supply Chain Management, Business Development / Capture Managers and/or Program Management as needed.
Preparing and submitting license applications, Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and other authorization requests to the the Global Trade Manager (empowered official) for final approval and submission to the U.S. Department of State Office of Defense Trade Control Licensing, and U.S. Department of Commerce Bureau of Industry and Security and providing status updates to the programs/requestors.
Ensuring review of the draft Agreement / Amendment with the applicable Business Unit functions and the foreign licensees prior to submission.
Obtaining signed Agreements and other documentations from foreign licensees (e.g., DSP-83s and ITAR NDAs signed by their sub licensees and DN / TCN employees for both foreign licensees and sub licensees, as required) as applicable from customers, prime contractors or parties and provides to Global Trade for record keeping in RGEMS.
Responsible to manage day-to-day execution of Agreements and licenses with oversight by a Global Trade Manager ensuring compliance for all activities under the Agreement or license. Assisting in identifying compliance concerns to the Manager, GT Operations Compliance, identifies errors and areas requiring improvement, and implements corrective actions to resolve problems.
Monitoring authorization for any changes affecting the authorization and taking action upon knowledge of the change.
Tracking employees performing activities authorized under the authorization and ensures those employees have reviewed and acknowledged in writing the Raytheon Authorization Management Plan (RAMP) in Raytheon Global Export Management System (RGEMS) prior to use of the authorization.
Identifying and documenting approved transfer mechanisms and ensures records of all export transactions (e.g., technical data exports and defense services) are maintained and documented within RGEMS or in accordance with Global Trade approved record keeping processes.
Providing consistent interpretation of Customs Regulations, ITAR, EAR, OFAC, ATF, and Foreign Trade Statistical Regulations to Business Unit employees.
Assisting in developing and delivering training as required for employees engaged in international business activities.

4 years of professional work experience in the fields of international business, contracts, supply chain, engineering or other, relevant discipline
Bachelor’s degree in business, contracting, supply chain, marketing, English, History (or equivalent) or 8-10 years professional work experience in the export/import licensing field.
Experience with broad Export/Import experience and increasing responsibility (licenses, agreements, compliance, and transactional activities and application of regulations (ITAR, EAR, Customs)
Experience with Microsoft Office applications
Ability to obtain one is required
U.S. Citizenship is required
Some travel may be required
Desired Experience/Skills :
2-4 years of experience in the application of regulations (ITAR, EAR, Customs) in a high volume environments
Current DoD Security Clearance
Experience with D-Trade, OCR EASE IT System and SNAP-R a plus
Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration
Strong communicator with ability to present to diverse audiences
Excellent customer relation/interpersonal skills
Self-starter who can develop effective networks with internal customers
Willing to take on challenges and accept stretch assignments.
Ability and desire to learn, growth mindset
Knowledge of OCR EASE and/or SAP systems
