The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.
Joint interoperability (IOP) certification task order and datalink analyst lead encompassing the command and control, sensors, and weapons systems that comprise the Ballistic Missile Defense (BMD) Family of Systems (FoS), also known as the Ballistic Missile Defense System (BMDS). The Joint IOP certification efforts include standards conformance and interoperability test and evaluation (T&E) certification for each of the element systems: Patriot, Terminal High Altitude Air Defense (THAAD), Space-Based Infrared System (SBIRS), Next Generation Overhead Persistent Infrared System (Next Gen), Joint Tactical Ground System (JTAGS), Arrow Weapon System, and David’s Sling Weapons System.
• Responsible for the design and implementation of test procedures to determine if standards and criteria are met. Documentation to support this effort includes requirements analysis plans and interoperability evaluation plans.
• Develop and maintain data collection and data management processes.
• Recommend adjustments to the T&E process or detailed procedures.
• Utilize manual data analysis methods and automated test tools to execute assessment of collected data.
• Inspect, test, and measure data that is produced or consumed. Document, notify, brief, and discuss results, to include operational impact of deficiencies.
• Record all initial findings and document final test results into applicable standards conformance assessment reports and joint interoperability certification memorandums.
• Account for anomalies and errors found in testing, notifying customers and management, and may help analyze and/or correct problems.
• Attend various teleconferences, meetings and working groups.
• Provide updates to the Test and Evaluation Master Plan (TEMP) and Information Support Plans (ISPs).
• Develop and update Critical Operational Issues (COIs), Measures of Effectiveness (MOE), and Measures of Performance (MOPs).
• Ensure test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPs).
• Provide administrative task support such as Monthly and Weekly Status Reports, Trip Reports, and meeting minutes.
Here’s What You’ll Need:
Requires a master’s degree and at least 8 years of experience;
Bachelor’s degree with at least 10 years of experience.
One year of experience can be substituted by 15 semester hours completed towards a master’s degree.
Requires at least 1 certification in area of specialization.
Additional certifications in the area of specialization may be substituted for 1 year of experience. The degree must be in a relevant technical curriculum and experience must be related to the job duties.
This position requires a Secret security clearance on hire date with the ability to obtain and maintain a Top Secret clearance. Current TS is desired.
Experience operating and testing tactical data links (TDL) within a multi-TDL network to include but not limited to Military Standards 6011, 6016, 6020, and 6040.
Prior qualification as Joint Interface Control Officer (JICO) is desired.
Excellent communications skills, including verbal, written and presentation skills with the ability to write and present complex issues in a clear, concise, and easily understood manner.
Attention to detail creating, reviewing and editing requirements, specifications, and recommendations related to proposed solutions.
Ability to collaborate effectively with senior management, cross-functional teams, internal/external customers, and end-users.
Proficiency using MS Office 365 suite.
Experience with DoD acquisition developmental/operational testing is desired.
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
