SUMMARY

The Quality Management Coordinator provides support to assigned locations with licensing, accreditation, performance and quality improvement, clinical chart review activities, reports to oversight agencies, including plans of correction and quality improvement plans, and compliance training related to chart reviews and corrective action reports from oversight agencies. Responsible for oversight of external audit results. This position also represents the agency with external stakeholders as assigned. Works closely with the Regional Operations Directors, Clinical Coordinators, and Clinic Managers so that all appropriate professional standards, licensing, and certification requirements for all staff are maintained as directed by CARF, and state and federal agencies.

SUPERVISORY RESPONSIBILITIES

There are no supervisory roles in this position.

ESSENTIAL DUTIES AND RESPONSIBILITIES (Includes the following; other duties may be assigned)

• Establishes, develops, and implements the clinical audit, compliance, and chart review functions within the framework of CMS policies and based on state, accreditation, and regulatory compliance requirements

• Conducts quality record reviews to ensure compliance with DEA, CARF, state, and federal performance standards

• Documents chart reviews in Quality Management Portal and monitors portal for adverse trends

• Facilitates root cause determination and corrective action development with operations

• Follows up on all plans of corrections, external audit results, and record requests received from oversight agencies.

• Develops a schedule to visit all sites as needed to assist with quality and compliance needs

• Completes site visit reports and facilitates problem solving for issues discovered in the facility

• Assists management team with preparations and ongoing updates for CARF program and administrative standards and CARF surveys for all locations Oversight Agency Reporting, Tracking, and Responses

• Provides timely responses to all oversight agency plans of correction, quality improvement plans, or related compliance reports (CARF, state behavioral health agency, CSAT, or other oversight agencies as needed).

• Remains aware and informed of all oversight agency and regulations and knows where to find regulations and requirements for all oversight and behavioral health license requirements for all CMS locations

• Suggests updates to policies and procedures related to changes in state, federal, CARF, DEA, or other oversight agency requirements

• Assists with completion of annual CARF Administrative Section 1 reports

• Completes all CARF Program Section 2 reports

• Responds to incident/accident/death reports on behalf of the agency. Risk Management

• Serves as the first contact for all quality of care concerns from oversight agencies

• Provides oversight to all subpoena and government agency records requests Other Areas

• Attends external meetings, such as oversight agencies or payers, as assigned by management team

• Provides training to operations for compliance or quality management as needed

• Performs other duties and works on special projects that are consistent with the general duties of the position

• Basic understanding of statistical and data analysis

QUALIFICATIONS

• Master’s or bachelor’s degree in behavioral health related field or combination of full-time work experience and post high school education in a field related to behavioral health totaling at least six years

• Requires 3 years’ experience in substance abuse counseling, supervision, and training of behavioral health staff OR quality management

• Is a CARF surveyor or is eligible and invested in becoming a CARF surveyor

• Ability to travel between all assigned CMS sites
