DCSA FOCI mitigation experience

• Perform risk management by analyzing the organization’s liabilities and investments

• Provide leadership and direction for the Finance function: Budget preparation, reporting and management; Cost Variance Analysis; Earned Value Management Systems (EVMS); Estimate at Completion (EAC); Cash Management/Working Capital; Forecasting; Contractual Reporting; Risk Management; Return on Investment (ROI); Accounts Payable and Receivable; Payroll oversight; Audit preparation and management

• Provide proactive, sound guidance regarding management of assets and financial practices both within the organization as well as externally

• Lead modernization and development of common core finance business processes, systems and procedures for US operations in alignment with the company Group Management System

• Occupy an active leadership role in influencing organizational performance and achievement of established objectives

• Manage policies ensuring compliance with FAR, DFARS, CAS and other regulations

• Support Proposal Preparations including: Bid- No Bid requirements; Cost Estimating, Basis of Estimate (BOE) preparation; Pricing; RFP Review; Risk Mitigation; and Negotiation

Job Qualifications (Education/Skills/Experience):

• Bachelor’s Degree in Finance or Accounting or related field from accredited university and at least ten year of relevant professional experience or

  • equivalent combination of experience and education, MBA, CPA and/or Professional Certification is highly desirable

• In-depth knowledge and application of the FAR, DFAR, CAS, GAAP & ITAR and relevant US Government contracting laws, rules, and regulations

• Proven problem solver with ability to develop effective financial operational strategies

• Ability to accomplish and lead difficult financial analysis

• Understand contract design and structure to include: FFP, CPIF, CPFF, CPAF, IDIQ, FMS, and, competitive and sole source procurements

• Excellent analytical, negotiation, and communication (oral and written) skill required

• Ability to influence, mentor and develop others

• Ability to effectively collaborate, strong interpersonal skill and proven team player

• Superior MS Suite proficiency

• Experience using Deltek Costpoint ERP and IBM Cognos is a plus

• Success in a fast-paced environment through ability to multi-task, effectively prioritize and work under limited supervision
