City of Glendale AZ Director, Organizational Performance in Glendale, Arizona


Plans, organizes and directs the development and implementation of organizational strategy to drive performance improvements for the benefit of residents, businesses, and employees. Performs complex administrative and professional work on a wide variety of project management and municipal managerial functions enterprise-wide. This position oversees the city's Business Intelligence & Analytics programs and provides leadership support for the city's Independent Audit Program.

Essential Functions

  1. Plan, organize and supervise the activities and staff within the Organizational Performance Department.
  2. Facilitate the development of the citywide strategic plan and balanced scorecard.
  3. Develop, monitor, and report on key performance indicators.
  4. Oversees the process of cascading the scorecard through all levels of the organization and ensures that individual business unit and support unit strategies and scorecards are linked to the organizational strategy.
  5. Facilitates executive review of organizational performance to identify course corrections or necessary strategy adjustments.
  6. Recommend organizational changes that strategically add value.
  7. Act as a filter for new ideas that come from within the organization and advances those ideas that will improve organizational performance.
  8. Create opportunities for employee engagement at all levels around organizational strategy development, implementation, and performance impacts and responsibilities.
  9. Communicate to employees about strategy, targets, and initiatives; take the lead in crafting strategy messages delivered by the City Manager; and work with Human Resources to ensure that education about the scorecard and its role is included in employee training programs.
  10. Provide oversight for the entire portfolio of enterprise-level strategic initiatives including screening, selection, and management of initiatives that drive organizational change and produce results; monitoring progress; and reporting on them.
  11. Work closely with functional units responsible for planning and budgeting, human resource alignment, and knowledge management to ensure alignment with organizational strategies.
  12. Consult with departments on the development of new services, methods, or procedures.
  13. Coordinate the city's data strategy aimed at making city data understandable and actionable to improve the routine use, application, and analysis of data to solve problems and monitor performance.
  14. Plan and coordinate the development and implementation of employee and citizen surveys; assist departments in the design, development, and implementation of surveys and other data collection methods; analyze data through statistical methods to quantify customer requirements; assess performance; and present results to management and employees.
  15. Represent the city on regional and national coalitions.
  16. Perform other related duties as assigned. Minimum Qualifications & Special Requirements

Bachelor's Degree in public administration, political science, public relations, business management or a related field and five years of increasingly responsible management/administrative experience in enterprise project management, performance management, or strategic planning. Master's Degree is preferred.

Knowledge of:

  • Principles and practices of public administration and government
  • Research techniques, methods and procedures

  • Balanced Score Card or other strategic planning methodologies
  • LEAN or other process improvement methodologies applicable to government
  • Municipal finance and budgeting

Any equivalent combination of training and experience that provides the required knowledge, skills and abilities is qualifying.

Special Requirements Valid Arizona driver's license

Salary: $107,936.00 - $161,904.00 Annually
