The Assistant Fire Chief is responsible to ensure that the FES Department follows an effective fire protection program and fire prevention program. This position will plan fire and rescue operations to ensure adequate response in accordance with established guidelines, ensure emergency vehicles respond in a timely manner to minimize loss of life and property, and will ensure that all fire-fighting vehicles, equipment and extinguishers are operational and available. This position will also perform the duties and exercise the power incidental to the office of Fire Chief in the absence of the Fire Chief.

ESSENTIAL FUNCTIONS

  • Assist in the Department policy, planning development and performance of related duties as assigned by the Fire Chief.

  • Receive new guidance regulations or procedures from the Fire Chief and disseminates information to subordinates.

  • Manage the day-to-day operation of their assigned shift.

  • Respond to emergencies utilizing the National Incident Management System.

  • Plan fire and rescue operations to ensure adequate response in accordance with established guidelines.

  • Provide efficient and effective emergency response, to minimize loss of life and property.

  • Inspect and ensure the overall effectiveness of the department’s operations.

  • Assign and supervise major maintenance tasks related to equipment, stations and grounds.

  • Ensure station, apparatus and equipment are in proper working order.

  • Direct firefighting operations during emergencies and training evaluations.

  • Develop training programs and conduct classroom and practical training sessions for FES Department.

  • Maintain records and prepare reports on a variety of subjects.

  • Assess capabilities of fire protection programs, recommend changes when necessary and manage personnel to ensure applicability of program objectives.

  • Serve as the incident commander of a fire/crash scene until relieved by the Fire Chief.

  • Ensure compliance with Performance Work Statement (PWS).

  • Perform the duties of Fire Chief in the absence of the Fire Chief.

  • Work in a constant state of alertness and in a safe manner.

  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

This job has supervisory responsibilities of the FES Department, both for their assigned shift and in the absence of the Fire Chief, as set out in the essential functions.

KNOWLEDGE, SKILLS, & ABILITIES

  • Extensive knowledge of OSHA regulations, NFPA Standards and all fire protection subjects.

  • Extensive knowledge of fire suppression and first responder methods, practices and techniques.

  • Extensive knowledge of fire and emergency response equipment, operation and maintenance.

  • Thorough knowledge of safety standards and precautions pertaining to the use of operation of fire equipment and to fire suppression and first responder activities.

  • Ability to develop training programs, conduct classroom and practical training sessions and maintain training records and charts.

  • Ability, on the administrative level, to be able to read and interpret applicable fire protection technical publications and fire codes, prepare written operating instructions, fire and other routines reports and general correspondence.

  • Ability to safely and efficiently operate fire suppression equipment and associated equipment during emergency situations, ability to perform physically strenuous activity during emergency situations for prolonged periods of time under conditions of extreme heat, extreme cold and low visibility conditions.

  • Ability to wear an SCBA, which includes a positive pressure face piece.

  • Intermediate computer skills specifically using Microsoft Office Suite; ability to learn additional computer skills or software programs.

  • Ability to enter data accurately into databases.

  • Excellent interpersonal skills to work effectively and cooperatively with all levels of management and staff.

  • Ability to effectively use managerial practices and methods.

  • Ability to plan, organize, prioritize, coordinate, assign and evaluate the work of subordinate employees.

  • Ability to assess overall departmental effectiveness in carrying out its mission.

  • Must be trustworthy.

  • Possess excellent oral and technical written communication skills to effectively and clearly communicate complex information in high pressure, emergency situations to others.

  • Ability to use general office equipment such as fax, phone, copier, etc.

  • Strong professional customer service skills, including active listening, prompt service and follow-up.

  • Excellent analytical skills with the ability to evaluate data and consider decision impact across multiple areas with limited information in high stress situations and environments.

  • Strong decision analysis and problem solving skills; ability to draw conclusions and justify decisions. Must be able to communicate issues to management and regulatory agencies.

  • Ability to learn and understand corporate policies and procedures and how they relate to Tunista’s goals.

  • Ability to perform basic mathematical computations, detect unobvious facts and issues, and exercise resourcefulness in resolving problems.

  • Ability to multi-task.

  • Ability to safely and efficiently operate a motor vehicle.

Job Requirements:

INTERNAL APPLICANTS ONLY

  • High school diploma or equivalent; bachelor’s degree preferred.

  • Certified to the Emergency Medical Responder level and cardiopulmonary resuscitation (CPR).

  • 10 years’ experience as a DOD certified fire fighter; 3 years’ supervisory experience in DOD certified fire service positions.

  • Must possess the following ProBoard / International Fire Service Accreditation Congress (IFSAC):

  • Fire Officer III

  • Fire Instructor II

  • Fire Inspector II

  • Hazardous Materials Incident Commander

  • Airport Firefighter

  • Air Force Incident Management Course

  • Must be able to pass a firefighter based Medical Physical and Physical Agility Test.

  • Must be able to meet National Fire Protection Agency (NFPA) vision standard; uncorrected vision of 20/100 or better and corrected vision of 20/40 or better.

  • EMT Basic, preferred.

  • Possess a valid State driver’s license and be qualified to operate a vehicle under the conditions of Tunista’s Driving Policy.

  • Must pass drug, background and driver’s record screening.
