Information Computer Telecom Specialist – Associate (Operational Cyber Tester)
The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.
The InformationComputer Telecom Specialist – Associate performs technical assignments applyingknowledge on specific systems or applications. Ensures uninterrupted access toall telecommunication features in support of Test and Evaluation efforts. The InformationComputer Telecom Specialist – Associate keeps his or her technical skillsupdated and studies vendor products to determine those which best meet theGovernment’s needs.
Coordinate and collaborate with Joint Interoperability Test Command’s (JITC) Cyber Survivability Assessment Team (CSAT).
Coordinate, plan, execute and report on Cooperative Vulnerability and Penetration Assessment (CVPA) and Adversarial Assessment (AA).
Collaborate with other DoD Agencies to identify Cyber Vulnerabilities, define Attack Vectors, evaluate operational cyber defense capabilities and the operational mission effects of those cyber threats acting within the system’s intended operating environment.
Participate in Test and Evaluation (T&E) Integrated Process Working Groups (IPTs) and other meetings to facilitate planning and coordination.
Identify, collect, and analyze program information.
Using CSAT provided templates, support development of Cyber Data source Matrix (DSM), Cyber Master Evaluation Framework (CMEF), Cyber Requirements Traceability Matrix (CRTM), and Data Collection Forms.
Support development of Cyber Test Plans, Cyber Test Reports, Briefings such as Test Readiness Reviews (TRRs) and Quick Look Briefs (QLBs)
Participate and collect data in CVPA and AA events.
Participate in Data Authentication Group (DAG) to verify and validate findings.
Required Education and Experience:
Requires an Associate’s degree; or
a minimum of 60 semester hours of formal education working towards an Associate’s or Bachelor’s degree and at least 4 years of experience; or
at least 6 years of experience is required.
The degree must be in a relevant technical curriculum and experience must be related to the job duties.
Basic knowledge or experience with Defense Information Systems Agency (DISA) Security Implementation Guides (STIGs), security controls and Risk Management Framework (RMF) processes.
Basic knowledge or understanding of networks, protocols, Microsoft and UNIX/Linux Operating Systems to include virtual environments.
Desired certifications or knowledge of understanding of concepts within the following certifications: Sec , GPEN, GWAPT, GCIH, CEH, Network , CCNA, CCNP
Familiarity with industry standard Penetration Test Tools (ie Kali Linux, Burp Suite, etc)
Must be able to multitask and be organized
Quality oral and written communication skills to develop concise reports and summaries.
Knowledge and experience with office productivity tools including Microsoft Word, Excel, PowerPoint.
Must be a self-starter and motivated with the ability to perform tasks with minimal supervision.
Analytical minded with the ability to learn, understand and implement customer processes and objectives.

Required Certification: Additional certifications in the area of specialization may be substituted for 1 year of experience.
Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.
An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.
Equipment and Machines
Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.
Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.
Other Essential Functions
Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
