The Joint Interoperability Test Command (JITC) is a dynamic, forward-leaning organization, on the cutting edge of cybersecurity, DevSecOps, cloud computing, big data analysis, and other advanced technologies. JITC is the Department of Defense’s Joint Interoperability Certifier and the only non-service operational test agency for information technology and national security systems. As a member of the Jacobs team at JITC, your expertise and skill will support risk-based test, evaluation and certification services, ensuring the C4ISR systems scheduled for fielding to our nation's warfighters function as designed, are fully interoperable, and support mission requirements.

Job Description

JITC DI2E Tester and Evaluator (Contingent): We are actively searching for qualified candidates for this potential opening. This position is contingent upon contract award. Jacobs Technology is looking for a ICTS-Associate.

Performs analytical work in support of testing and evaluation (T&E) of Defense Intelligence and Information Enterprise (DI2E) T&E areas include developmental, operational, standards conformance, and interoperability. Incorporates DoD and Intelligence Community interoperability directives and instructions in T&E processes. Applies common T&E practices that include identification of capability requirements, meeting stakeholder needs, development of testing and evaluation approaches, development of data collection strategies, authentication and validation of data, and reporting clear and understandable results, and providing actionable recommendations to improve the operational effectiveness of enterprise tested. Reviews, analyzes, and evaluates IT system operations. Reviews and analyzes schematics, and technical drawings, diagrams, and specifications. Must be able to review, analyze, and interpret government representatives’ needs. Solicits intelligence system requirements and associated operational environments to produce an evaluation approach that supports T&E objectives.

Shares and briefs T&E project milestones to task lead and occasionally other stakeholders. Conducts testing of processes and products. Supports the design and implementation of test procedures and test networks to determine if standards and criteria are met. Recommends adjustments to the T&E processes or detailed procedures, if appropriate. Supports quality assurance and compliance with applicable regulatory requirements; conducts audits and reviews/analyzes data and documentation. Relies on manual methods and automated test tools to execute the testing and evaluation activities. Inspects, tests, and measures data that is produced or consumed. Must be able to document, notify, brief, and discuss results.

Records all initial findings and documents final test results in a government approved formatted formal report. Accounts for anomalies and errors found during testing and data analysis, notifies customers and management, and analyze and/or correct problems or make appropriate recommendations for a solution. Acceptable degree specialties include but are not limited to the following: Information Technology, Computer Science, Mathematics, Cybersecurity, and various engineering and science disciplines. Acceptable IT system certifications include Security+.

Here’s What You’ll Need:

Required Education:

  • Requires an Associate’s degree; or

  • a minimum of 60 semester hours of formal education working towards an Associate’s or Bachelor’s degree and at least 4 years of experience; or

  • at least 6 years of experience is required.

  • The degree must be in a relevant technical curriculum and experience must be related to the job duties.

Certification:

  • Related certifications in the area of specialization may be substituted for 1 year of experience.

Required Skills:

  • Must be familiar with standard concepts, practices, and procedures within the related IT field.

  • Relies on instructions and pre-established guidelines to perform the functions of the job.

  • Primary job functions do not typically require exercising independent judgment.

  • Performs a variety of tasks.

  • Works under immediate supervision.

  • Typically reports to a Task Lead/Team Lead.

  • Ability to support operational testing, developmental testing, and interoperability testing of DoD IT systems and software.

  • Ability to support T&E events to include test planning, scheduling, coordination, daily status meetings/reports, and reporting.

  • Ability to support compiling and analyzing test data while identifying and explaining anomalies observed during testing and data analysis in the test report.

  • Must be good at problem solving, identifying risk, and communicating results and recommendations.

  • Must be well-organized with the ability to coordinate and prioritize multiple tasks simultaneously.

  • Excellent oral and written communication skills

  • Must be able to interface effectively with individuals at all levels of the organization and the government.

  • Excellent analytical and critical thinking skills

  • Must be proficient in all Microsoft Office applications

Clearance:

  • Top Secret eligibility

Desired:

  • Experience with automated data collection tools

  • Experience with Measurement and Signature Intelligence

  • Experience with Evaluation Frameworks, Initial Capabilities Document, Capabilities Based Assessments, or DoD Architecture Framework products

Essential Functions:

Physical Requirements

Work may involve sitting or standing for extended periods of time. Position may require filing, typing, and reading from a computer screen. Must have sufficient mobility, included but not limited to: bending, reaching, turning and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required.

Work Environment

An inside and outside environment (considerations: closed quarters, close together, lighting). Needs to be able to work well with co-workers and all levels of management. No hazards on job or unusual environmental conditions.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required.

Attendance

Core work hours will be between 9:00 a.m. – 3:00 p.m. Monday - Friday. Regular attendance of scheduled hours is extremely important, but not critical, except for deadlines and meetings. Punctuality and regular attendance are necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer’s locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion.
